Charter Review Committee
On Oct. 13, 2010, the Rio Rancho Governing approved the activation of a Charter Review Committee and appointed its membership:

Mayor appointment (at-large): Karen Delle Site
District 1 appointment: David Heil (chairman)
District 2 appointment: Patrick McFarlin
District 3 appointment: John Paulson
District 4 appointment: Christopher Pacheco
District 5 appointment: Eddie Sanchez
District 6 appointment: Thomas DeFeo

Section 1.07 of the city's charter requires that the charter is reviewed not less than every five years. Section 33.19 (MS Word) of the city's ordinances provide a process for periodic review of the charter. 

Voters approved the current charter at a regular election held on March 3, 1992, and amended the charter on March 5, 1996; March 5, 2002; and March 7, 2006.

The Governing Body has 30 days to either approve the recommended amendments by the Charter Review Committee or refer the amendments back to the committee with suggestions.  If the Governing Body approves the recommended amendments, an election resolution is brought forward so as to place the amendments on the ballot of the March 2012 regular municipal election.

If the Governing Body refers some amendments back to the committee, then only those items can be considered.  Once the committee has considered the appropriate amendments the committee has 30 days to re-submit them to the Governing Body.

This process continues until the recommendations are approved by the Governing Body or the committee reaches it one year expiration date of Oct. 13, 2011.

March 9, 2011
On March 9, the committee presented its recommended amendments to the Governing Body, which included:

1) Transmittal letter (MS Word)

March 23, 2011
On March 23 at their regular meeting, the Governing Body referred some of the committee's March 9 presented recommendations back with suggestions.  View accompanying document (MS Word).

April 13, 2011
On April 13 at their regular meeting, the Governing Body received an update from the committee - view document (MS Word). The committee accepted the suggestions of the Governing Body from March 23 with one exception, which the Governing Body accepted.

Final Step
At the regular meeting of the Governing Body on November 16, 2011, at 6 p.m. at Rio Rancho City Hall, the Governing Body adopted a special election resolution related to the March 6, 2012, regular municipal election.  View resolution (MS Word).

The resolution contains the language pertaining to the committee's suggested amendments, which were reviewed by the Governing Body at their March 9, March 23 and April 13 meetings, that was on the March 6, 2012 ballot for public vote.
