2009 Road Improvement Bond

On March 10, 2009, voters approved $25 million of general obligation bonds to be issued for road design, construction, repair, and improvements. 

Through a bond premium ($500,000) that was obtained when the interest rate (2.88%) for the bond was secured, the total amount available to the city for road improvements will be $25.5 million.

The city will allocate bond funding for:

New Roads

Paseo del Volcan Extension (Iris Road to U.S. 550) - Construction process from August 2009 to February of 2011

30th Street Design

Road Reconstruction 

Western Hills Drive - Construction from November 2009 to April 2010

Nicklaus Drive - Construction from November 2009 to April 2010

Broadmoor Drive to Loma Colorado Drive - Construction from July 2010 to September 2010

Cherry Road - Construction from August 2009 to December 2009

Colorado Mountain Road from Idalia Road to Gazelle Road graded and paved with a sidewalk, curb and gutter added

Apache Loop Project: sections of Apache Loop repaved related to the replacement of waterlines from July 2010 through fall 2010

21st Avenue between Golf Course Road and Grande Boulevard - August 2010 through fall 2010

Northern Boulevard - Engineering and bid process during 2009 with construction anticipated to begin in 2010

Unser Boulevard Widening (Paseo del Volcan to King Boulevard) - work scheduled tentatively to start early 2011

Road Rehabilitation

Design and construction of a right-turn lane on westbound Paseo del Volcan at 30th Street/Broadmoor Avenue.  A street light will be relocated as part of the project as well.

Preventative Maintenance
The city has completed roadway preventative maintenance projects throughout the community - see list below.

The purpose of preventative maintenance work is to extend the life of existing pavement and improve driving surfaces. This type of work delays by several years, but does not replace, the need for more substantial road improvements in the future.

There are several different methods of preventative maintenance work that can be performed depending on the condition of the road, traffic volumes and other factors.  The method recently used for preventative maintenance on city roadways is called micro-surfacing. Micro-surfacing is not new pavement, but a surface treatment.

In planning to do micro-surfacing work, the city hired an engineering firm, HDR Engineering, to prepare designs and guidelines in accordance with New Mexico Department of Transportation specifications. The city’s Public Works Department and HDR Engineering have determined that the goal of this work was achieved: the longevity of city roads receiving micro-surfacing have been extended and driving conditions have been improved.

It is important to note that when micro-surfacing work is done, pre-existing cracks will still be visible in the roadway. This would be the case with any type of preventative maintenance work. The only way to eliminate pre-existing cracks from showing would be to conduct a full reconstruction of the roadway. As with any cracking that occurs in city maintained roadways, cracking that may take place in areas that have received micro-surfacing will be monitored and addressed by city staff as appropriate.

In regards to full reconstruction of city roadways, some roads in the city are receiving this type of work funded by the road improvement bond. These roads had deteriorated past the point of there being any benefit from preventative maintenance work taking place. In the future and as funding becomes available, the city will look to conduct additional full reconstruction projects around the city.
